Greetings from the office of TIP! We hope that you are enjoying this beautiful and HOT weather that we are having. 

Our Summer edition newsletter is equally as hot and is full of exciting news and developments that directly effect our program and foster youth both locally and nationwide.

Name: Tiana Byrd
Major: Master’s degree in social work
Career plans/goals after graduation: Recently, I accepted a position with Support Management Services as a social worker. With this job, I provide counseling services to foster children, their foster parents and their biological parents. However, my ultimate goal is to be a Detroit Public School Social worker working with high school students.
How has TIP supported you during your pursuit for higher education? The TIP program has provided me with financial support and with healthy and nutritional meals once a month. Receiving this assistance has allowed me to focus on my studies and not worry about how I was going to purchase my books next semester or stress about how I was going to afford to purchase food.  
What advice, take-a-ways, or words of encouragement do you have to offer prospective and current students? Make your education a top priority. 
Name: Michael Chang-Songlue
Major: B.S. Psychology
Career Plans/goals after graduation: I am currently working for Meridian Health Plan and taking classes in pursuit of a Master's degree or registered Dietitian.
How has TIP supported you during your pursuit for higher education? T.I.P. has supported me through the times when I needed something the most, especially educational expenses, financial, or social support.
What advice, take-a-ways, or words of encouragement do you have to offer prospective and current students? For prospective and current students I suggest for them to take advantage of what is being offered regardless of how big or small the assistance is. College students and students in T.I.P. need as much support as they can, which is why I highly recommend them because you never know how much they can actually do for you unless you try! If they don't have what resources you're looking for, I know they'll find the connections to accommodate your personal needs! You just need to keep pushing yourselves and not be a statistic because we're just as good as everybody else or better!

What's Happening at TIP??

TIP Wayne State's policy project on tuition waivers and educational training vouchers is featured in the U.S. Department of Education's Foster Care Transition Toolkit! (see pages 59-64)

"The U.S. Department of Education released a comprehensive toolkit for foster youth transitioning out of care that highlights ways to successfully pursue higher education and careers post high school. The toolkit includes tips and resources intended to help foster youth access and navigate social, emotional, educational, skills and resource barriers as they transition into adulthood. This toolkit is also intended to serve as a resource to caseworkers, caregivers, teachers and mentors helping foster youth to realize their highest aspirations. The Foster Care Transition Toolkit was designed in partnership with the U.S. Department of Health and Human Services, the U.S. Department of Housing and Urban Development, the U.S. Department of Transportation and the U.S. Department of Labor and incorporates input from practitioners and current and former foster youth. Three bills currently before a state Senate committee would, if approved, effectively create a bill of rights for children in foster care. First introduced and approved in the state House, the three bills would comprise the Children’s Assurance of Quality Foster Care Policy, ensuring children in foster care would be provided the following:

  • Fair, equal, and respectful treatment
  • Placement with relatives and siblings when appropriate
  • Transition planning
  • Ongoing contact with biological relatives, if permissible
  • Access to advocacy services for children with disabilities
  • Timely enrollment in school, and consistent placement, when possible
  • Participation in extracurricular activities, when appropriate
  • Placement in the least restrictive setting that is appropriate to child’s needs
  • Access to timely information and services, including medical and mental health
  • Participation in religious and/or cultural activities
  • Adequate food, shelter and necessities
  • Information as to proposed placement, as age-appropriate
  • Timely permanency plans

In addition, the bills would establish a grievance procedure that would allow the child to file a grievance to address any non-compliance to the activities listed in the Children’s Assurance of Quality Foster Care Policy. Finally, this law would require that children in foster care receive age-appropriate information, including help with understanding how to access services and involvement in developing their own case plans. Here are a few upcoming events at TIP:
  • 2016 Summer Youth Employment Program (SYEP) Mandatory Supervisor Training will be held on June 13th from 10-12 p.m.
  • 2016 Summer Youth Employment Program (SYEP) Youth Orientation is July 8th, from 9-12 p.m.
  • Next TIP Advisory Board Meeting has been scheduled for October 3, 2016, 11-1 p.m.

Call to Action!

This is a the Time-Sensitive opportunity to pass S 2267 or  to introduce the main components of S 2267 in pending legislation that will move and be passed.

May is Foster Care Month.  Passing Higher Education legislation that would help foster youth who have extremely poor higher education outcomes would be a great way to significantly impact the resources and skills a young person has as they transition to adulthood.

The time is now...  If this bill does not get passed in the next few weeks, it will not get done for a  lengthy time and kids are missing valuable time to get their education and skills.

MacGregor Bill Would Add Fostering Futures Scholarship Trust Fund Tax Checkoff

Great news for future TIP scholarship recipients! Michigan taxpayers will be able to donate a portion of their tax return to the Fostering Futures Scholarship Trust Fund next year under legislation introduced by Sen. Peter MacGregor on Tuesday. Senate Bill 543 would add the fund to the Michigan Voluntary Contributions Schedule, which allows up to 10 organizations to be listed on tax forms. The Fostering Futures Scholarship Trust Fund would become the tenth.

Director Day Named CWLA National Blueprint Champion for Excellence

TIP's own Dr. Day was recently given the National Blueprint Champion for Excellence Award  for her role in assisting 800 of Michigan’s high risk youth graduate from college. This honor is awarded to individuals with demonstrated commitment to the principles of the CWLA National Blueprint for Excellence in Child Welfare with the goal that “all children will grow up safely, in loving families and supportive communities with everything they need to flourish—and with connections to their culture, ethnicity, race, and language.

KidSpeak® 2015

On Monday, August 10th, TIP partnered with the Wayne State School of Social Work, Wayne State School of Law Damon J. Keith Center for Civil Rights, Michigan's Children, the Foster Youth Alumni Association of America - Michigan Chapter, and Michigan Youth Opportunities Initiative to host the 2015 KidSpeak® event in the Spencer M. Patrich Auditorium in the Wayne State University School of Law.

"Children who were raised in foster care spoke yesterday during the KidSpeak Forum held at Wayne State University. The forum, co-sponsored by Wayne State’s School of Social Work and the Damon J. Keith Center for Civil Rights, provided an opportunity for kids to share their personal stories and suggestions for reform to federal, state and local decision makers. "

A HUGE thank you to all the decision makers who came to listen and to the youth who shared their personal stories and thoughts about policy change!

An interdisciplinary research team from the Wayne State University (WSU) School of Social Work and Western Michigan University (WMU) will use a $75,000 grant from Blue Cross Blue Shield of Michigan Foundation to determine whether Michigan’s foster youth are receiving adequate preventive, dental and prenatal health care services.

Zyle's mentoring making a difference

The Transition to Independence Program offers a Peer Mentor Program that provides an avenue for students to form natural mentoring relationships with their peers. The program matches upper class-men with lower class-men. The lower class-men are able to have an upper class-men invest in them and build a strong bond that is maintained through their years at Wayne State. Through the mentorship program, accountability and friendship are built in a genuine and unique way. Our mentors meet up with their mentees multiple times per month over coffee or lunch, through social media or by phone. Yet, no matter how they are connecting, students are able to have significant conversations about life and school.
"Peer Mentoring is Fulfilling"
According to Zyle, a program mentor, "Peer Mentoring is a fulfilling experience. You never realize that you are able to help someone until you are put in a situation where somebody really needs you and is asking for your help. Sometimes we take our knowledge of everyday life for granted; so I really love being able to impart wisdom to my mentee." 

The Peer Mentor Program's success is based on mentor participation, and we have found that our students rise to the occasion and make very high quality mentors. The program has had great success this academic year, and we are excited to see what continues to unfold through these thriving relationships.
